在任何社会里,资源配置都是通过一定的经济机制来进行的。社会对资源配置方式的选择,也就是对一定经济机制的选择。资源的配置是指生产要素的配置。人是生产力的首要因素。资源配置是人的一种自觉活动。在任何社会,资源配置的决策都要依靠人的自觉活动去实现。但是,人的活动必须有动力,否则,这种生产力就会变得呆滞,或者成为阻力,甚至成为破坏力。利益是人自觉活动的动力。利益就是人的需要的满足,是最基本的物质需要、精神需要和其它社会需要的满足。任何决策都必须依靠某种内在的或外在的动力机制去推动劳动者努力执行才能实现。无论是宏观决策,还是微观决策都要靠人们的利益去执行。利益构成了执行决策的动力,但是动力还不等于动力机制。要把动力变成现实的生产力必须采取适当的手段去激发。这种启动潜在于社会各种动力的经济机制就是动力机制。动力机制包括一系列利益分配制度,主要有:(1)工资制度。通过工资等级和工资率的规定,来刺激工作
In any society, the allocation of resources is carried out through certain economic mechanisms. The choice of means of resource allocation by society is also the choice of a certain economic mechanism. Resource allocation refers to the configuration of production factors. People are the primary factor of productivity. Resource allocation is a kind of conscious activity of people. This kind of economic mechanism that initiates various social forces is the driving force. Motivation mechanism includes a series of distribution of benefits system, mainly: (1) wage system.
