From July 28 to July 31, 1999, during the ’99 China Kunming World Horticultural Exposition held by the Yunnan Province, the Science and Technology Committee of some provinces, autonomous regions and municipalities organized by the Yunnan Provincial Science and Technology Commission explored the reform of science and technology system and developed private technology. The work symposium was held at the newly completed training center of science and technology management officers of the Yunnan Science and Technology Commission. This meeting entered the crucial stage of reform in China. The development was held in a critical period. Its purpose was to learn from the experience of the science and technology commissioners of various provinces, districts, and cities, exchange information, explore reforms of the science and technology system, and promote the development of private technology companies. for
