党的十六届四中全会明确提出要适应我国社会的深刻变化,把构建和谐社会摆在重要的位置。这是巩固党执政的社会基础,实现党执政的历史任务的必然要求,也是我国社会发展的必然要求。因此,我们必须妥善处理和逐步解决我国社会发展过程中的不和谐问题,调动各方面的积极性,努力构建社会主义和谐社会。 The Fourth Plenary Session of the 16th CPC Central Committee clearly proposed that we should adapt to the profound changes in our society and put the building of a harmonious society at an important position.
