政府机构在制定房地产市场宏观调控政策、城市发展规划时,首先要了解城市居民的购房能力,而房价收入比是常被用来评估居民购房能力的经济指标,由于房价收入比定义的特殊性及其假设条件与现实的严重不符,其令人信服的程度总是受到质疑。本文基于城市居民购房的行为,对房价收入比进行改进,提出新的评价居民购房能力的经济指标——还款系数,更加客观合理地评价城市居民的购房能力。
