自去年10月九届全国人大常委会第五次会议审议有关燃油税和车辆购置税的议案未付表决,到今年4月第九次常委会以一票之差未获通过,再到今年10月全国人大常委会第十二次会议通过公路法修正案,用了整整一年的时间。公路法修正案的通过,又是一石激起千层浪。从政府官员到专家教授,从商界人士到普通百姓纷纷评说费改税。
