三省基层疾病预防控制人员对乡镇卫生院疾控岗位绩效考核执行效果的评价分析

目的分析基层疾控人员对疾控岗位绩效考核评价,了解乡镇卫生院疾控岗位绩效考核开展现状。方法采用Epi Data 3.0软件建立数据库,采用SPSS 13.0统计软件对数据进行秩和检验(Kruskal-Wallis法)。结果 96.9%(127/131)的基层疾控人员认为自己对本岗位职责清楚,46.1%(53/115)和53.0%(61/115)的疾控人员分别认为目前疾控岗位绩效考核指标能反映其工作数量水平和工作质量水平,并且广东、江西和甘肃3省基层疾控人员评价存在地区差异。54.6%(59/108)疾控人员对疾控岗位绩效考核评价表示满意,53.2%(65/122)的疾控人员认为工作负荷重,并且不同疾控岗位的人员间评价存在差异。结论乡镇卫生院疾控岗位绩效考核是基层疾控人员认可的方法。但应进一步细化乡镇卫生院内部的疾控工作绩效考核措施,完善疾控岗位绩效考核方案,根据不同地区特点和不同岗位建立科学评价指标。 Objective To analyze the performance evaluation and assessment of disease control positions of grassroots disease control personnel and understand the status quo of the performance evaluation of disease control jobs in township hospitals. Methods Epi Data 3.0 software was used to establish the database. SPSS 13.0 statistical software was used to perform rank sum test (Kruskal-Wallis method). Results 96.9% (127/131) of grassroots CDCs believed they had clear responsibilities for this post. 46.1% (53/115) and 53.0% (61/115) of CDCs respectively considered the current performance indicators of CDC to reflect The level of their work and the level of quality of work, and there are regional differences in the evaluation of grass-roots CDC in Guangdong, Jiangxi and Gansu provinces. 54.6% (59/108) of CDC members expressed their satisfaction with the CDC performance appraisal, 53.2% (65/122) of CDC members considered the workload heavy and there were differences among different CDC positions. Conclusion The performance evaluation of CDC positions in township hospitals is a method approved by grassroots CDC personnel. However, we should further refine the performance evaluation measures for CDC in township hospitals, improve the performance evaluation plan for CDCs, and set up scientific evaluation indicators according to the characteristics and positions of different regions.
