进入新世纪之后,“和平与发展”这两大主题伴随着世界各国的发展及前景,我国的国防科技工业体系处于深入变革之中。特别是进入“十三五计划”的开局之后,伴随着国际形势复杂多变,以及响应国家在新时期国家发展战略的要求,特别是航天工业,以旧时以科研为主线的传统发展方式已经远远不能满足新时期新事态下的发展任务的需求,正因为如此,所以国家有关部门航天工业的研制单位需要将以前的仅单纯地以科研方式的发展方式向以科研与产业并重的发展方式尽快转变,而与此相关的航天工业管理模式也有需要转变进行转型。我国现阶段存在着机构模式,资金管理,以及航天有关部门企业管理问题以及国防科技模式调整等诸多问题。我国需要对有关部门内部进行结构调整以及内部重组,这对我国日后的发展以及面对新时期的挑战具有很强的现实意义。
After entering the new century, the two major themes of “peace and development” accompany the development and prospects of various countries in the world, and China’s defense technology industry system is undergoing in-depth reforms. In particular, after entering the “13th Five-Year Plan,” the complexities and changes of the international situation and responding to the requirements of the country’s national development strategy in the new period, especially the aerospace industry, have traditionally been based on traditional research methods. It is far from meeting the needs of the development tasks under the new events in the new period. It is precisely because of this that the research and development units of the aerospace industry of the relevant departments of the state need to develop the former purely scientific research methods to the development of both scientific research and industry. Ways to change as soon as possible, and related to the aerospace industry management model also need to change and transform. At present, there are many problems in our country, such as the institutional model, capital management, and corporate management issues in space-related departments and the adjustment of national defense technology models. China needs to carry out structural adjustment and internal reorganization within the relevant departments. This has a strong practical significance for China’s future development and the challenges in the new era.
