初任培训是公务员进入岗位前的综合性、全面性和基础性培训,初任培训的针对性和实效性直接影响到初任公务员的角色转换速度和质量。近年来,上海市在总结各方面经验的基础上,逐渐形成了以“三位一体”、形式多样、师资搭配、规范管理为特色的初任培训模式,获得了学员及用人单位的一致好评。但“上海模式”也存在针对性有待提高、教学方式继续拓展等问题,需要在新任公务员学习能力模型的基础上,不断优化教学结构,探索教学方式,增强道德教育,完善管理制度,进一步提高初任培训的绩效和水平。
