岁月悠悠,回首往事,依旧历历在目。一段时期,渠县的房产管理陷入了一片混乱之中:县房管所及16个区镇建设所都能颁发房屋所有权证,无房证、一房多证、证出多门早已司空见惯;工商无管理职能和相应的管理条件,房屋抵押登记形同虚设,银行贷款无法回收;群众上门办事更是晕头转向,不知所措……矛盾多、纠纷多、官司多,成了当时房管工作无奈却又真实的写照。为了改写渠县房地产管理的历史,1996年9月,渠县县委、县政府领导慧眼识才,选中了县委办行政科长徐立奎担任渠县房管所所长
