无论是面对媒体曝光还是上级政府和官员的批评甚至是命令,政绩工程却是屡禁不止,而且花样翻新,有愈演愈烈之势。经济因素和对名利的追逐、政绩渴求的欲望是政绩工程屡禁不止的主要原因。官员利益集团的单一和封闭性是政绩工程形成和屡禁不止的根本原因。我们观察到的事实是,一方面政绩工程屡禁不止;一方面政绩工程大多数是经济条件不好的地方所为政府官员全体构成了一个独立的封闭的利益集团,他们不代表其他任何个人或者集团的利益,不存在可以制约官员利益集团的其他集团。●要解决政绩工程或者类似的问题,其根本措施在于加强官员的流动性,杜绝一旦为官,终身为官的现象。
