北京市第一届人民代表大会第二次会議,关于改进医疗工作的决議中提出:医疗卫生工工作,必須通盤計划、統一佈置、合理安插和使用現有的医疗力量及設备,实行分級負責的医疗方針,以达到便利羣众、就近就医、克服大医院的拥挤和忙乱現象以及提高医疗質量。这个分級分工医疗的办法于1955年首先在北京西四区重点試行,总結經驗后,去年在北京各城区先后推广。下面仅将东單区推行的情况、主要收获、存在的問題和今后改进的意見作簡略的介紹,供护士同志們参考。一、开展工作的經过 1.組織領导——1956年一月底本区开始了分級分工医疗工作,首先組織了核心领导小組,其中的成員有中共区委宣傳部長、区人民委員会区長、区卫生科長、公共卫生局科長级干部以及区中心医院院長,大家共同研究分級分工医疗工作的全面計划,掌握和开展工作的主要环节,如划片安点、整頓医疗机構、建立業务领导关系以及調整医疗关系等。在核心領导小組下,設分級分工医疗工作办公室。以区卫生科医
