应急行动水平(EAL)是用作应急状态分级的技术准则或参数。参照国外制定应急行动水平的方法 ,笔者在参与制定和审评国内几个研究堆应急计划的过程中认为 ,应尽量将导致反应堆应急状态的初始条件量化为一些相应的仪表读数或报警设定值 ,从而为工作人员迅速识别和确认应急状态等级并采取相应的应急响应行动提供清晰的技术基础。并根据这一原则 ,实现于清华大学核能技术设计研究院核设施应急计划的修改和制定中 ,促进了我国研究堆应急计划工作的深入发展
Emergency Action Level (EAL) is a technical guideline or parameter used to classify emergency situations. With reference to the method of setting emergency response level in foreign countries, the author, in participating in the process of formulating and reviewing several research reactor emergency plans in China, believes that the initial conditions leading to reactor emergency should be quantified as some corresponding meter readings or alarm settings , Thus providing a clear technical basis for staff to quickly identify and confirm the level of emergency and take corresponding emergency response actions. According to this principle, it is realized in the revision and formulation of the contingency plan of nuclear facilities of Nuclear Energy Technology Design and Research Institute of Tsinghua University, which has promoted the further development of the emergency plan of China’s research reactors
