通过审视发生在发达国家和发展中国家土地利用与交通中诸多问题的原因,概括其中的机理以提炼出一个通用的理论.阐述小汽车化与经济发展阶段的关系,指出收入增长导致小汽车保有量的逐步增加,产生道路交通瓶颈.分析城市化进程与经济发展阶段的关系,包括收入增长和空间需求带来的生活方式的变化和对生活质量的感知的变化.解释交通是城市格局的一项决定性因素,而城市格局又是城市可持续发展的一项决定性因素.从而建立适应不同国家不同经济发展阶段的可持续发展的土地利用和交通策略.提出面向可持续发展城市的策略,包括建立可实现城市空间创造的潜在利益的土地法律系统,以及寻求经济集聚效应、高品质住宅区和城市空间维护成本最小化的复合型策略.
