2014年12月16日,教育部公布了高考改革招生的两项重要配套方案,其中《关于加强和改进普通高中学生综合素质评价的意见》首次明确了综合素质评价内容,并规定了评价程序与具体组织管理方法。通过分析《意见》出台的背景及《意见》本身的特点,从《意见》内容、组织实施、对义务教育的影响、对地区资源不均衡的影响等角度,讨论《意见》施行过程中可能存在的问题,以期为《意见》的实施建言献策。
