1943年12月15日,越南总督德古从所驻地致电法国驻龙州兼南宁领事奚居赫,嘱将其来电直接函达中国政府,电文内容系法越当局希望于日敌崩溃前同中国恢复和发展中越经济关系之建议,并进一步加强双方合作。12月22日奚居赫在龙州奉此电令,即以其名义具函将德古原电全文转呈中方最高领导人蒋介石,并就该函意旨对中方相关外交人员作口头说明。
On December 15, 1943, Degu, the governor of Vietnam, sent a telegram to Li Juju, the consul of France in Longzhou and Nanning, to urge the telegraph to be directly addressed to the Chinese government. The Vietnamese authorities hoped to restore peace with China before the collapse of the Japanese enemy and Promote the economic relations between China and Vietnam, and further strengthen cooperation between the two sides. On Dec. 22, Xi Juchu ordered the telegram in Longzhou, that is, in his name, he sent the full text of Taku’s original electricity to Jiang Jieshi, the top Chinese leader, and gave oral explanations to the Chinese diplomatic staff about the purpose of the letter.
