The 2016 Winter Journal of the Journal of the United States Naval War College published a series of articles titled “Systematic Refusal - A Strategy Facing Military Innovation,” co-authored by Andrew Hill, professor and director of leadership and management at the U.S. Army War College, and Stephen Gerais Constraints "article.
