分别调查了福建、江西省实施林业分类经营改革试点和生态公益林区划、界定和管护的主要作法;指出了在目前国家没有建立森林生态效益补偿机制的情况下,实施分类经营和加强生态公益林保护面临的困难和问题;对森林生态效益补助资金的补偿对象、范围、标准,补助资金的管理形式,补助资金与现有生态公益林管护资金的衔接等问题进行了研究。通过调研提出统一认识,尽快建立森林生态效益补偿制度等5点政策建议。
The main practices of piloting the reform of forestry classified management and the division, defining and management of ecological public welfare forests in Fujian and Jiangxi Provinces were investigated respectively. It was pointed out that in the absence of the establishment of compensation mechanisms for forest ecological benefits in current countries, the implementation of classified management and enhancement of ecological public welfare The difficulties and problems that forest protection faces; and the research on the objects, scopes, and standards of compensation funds for forest ecological benefits, the management forms of subsidized funds, the connection between subsidy funds and the existing funds for the management and protection of ecological public welfare forests. Through research, we put forward five suggestions on how to establish a unified understanding and establish a compensation system for forest ecological benefits as soon as possible.
