Crime prevention is a matter of the economic development and social development in Shanghai and is of great concern to the life and property of the general public. In order to build a working system for prevention and reduction of crimes, we must take the important thinking of the ’Three Represents’ as our guideline, with the goal of improving the level of urban safety and security and enhancing people’s sense of security, and take social professionalization of crime prevention as an innovative carrier.
