十八大以来党中央反腐力度加大,不仅暴露出许多利用权力获得非法收入的现象外,也显示出公务员工资制度中分配不平衡、工资透明低、缺乏动态增长机制等众多问题。以公务员工资制度角度、历史角度进行分析,工资制度缺乏制度化约束及改革开放前的计划经济模式的影响等深层次原因使得对于公务员工资制度的改革迫在眉睫。合理化的工资分配制度、科学化的指数工资水平调整制度以及公正化的阳光工资制度都在公务员工资制度的改革上起到了相当程度的促进作用。
Since the 18th CPC National Congress intensified anti-corruption efforts, it not only exposed many phenomena of using the power to obtain illegal income, but also showed many problems such as unbalanced distribution of wages, low and transparent wages, and lack of a dynamic growth mechanism in civil servants’ salary system. From the angle of civil servants salary system, historical analysis, the lack of institutionalization and restraint of wage system and the impact of planned economy mode before reform and opening up, the reform of civil servant salary system is extremely urgent. Rationalized wage distribution system, the scientific index wage adjustment system and a fair wage system in the civil service wage reform has played a considerable role in promoting.
