已开发出基于规则的决策支持系统(DSS)来帮助决策者制定欧盟措施计划。主要目标是恢复德国中小型水道形态结构。形态模拟的主要障碍是缺乏定量的数据和资料。因此,DSS采用基于专业知识的定性方法来处置决策过程,利用所获得的认识来生成“如果…则…”规则以解决模拟问题。所开发出的DSS可供决策者选定德国北莱茵-威斯特法伦州(NRW)境内任何一条水道,研究其各种恢复措施的可行性,以及预测对形态结构的影响和制定形态措施计划(包括预算)。针对NRW地区的水道应用了这一系统,现场数据已验证其有效性。首批结果表明拟定的同实施的形态恢复措施吻合良好,实施恢复措施后的形态结构的性能预测结果也令人满意。
A rules-based decision support system (DSS) has been developed to assist decision makers in developing EU measures programs. The main goal is to restore the shape and structure of small and medium-sized waterways in Germany. The main obstacle to morphological modeling is the lack of quantitative data and information. Therefore, DSS uses a qualitative approach based on expertise to handle the decision-making process and uses the knowledge gained to generate the “if ... then ...” rule to solve the simulation problem. The DSS was developed to enable decision makers to select any single waterway in NRW, Germany, to study the feasibility of various recovery measures and to predict the effects on morphological structure and to develop morphological measures Plan (including budget). The system was applied to the waterways in the NRW and the field data has validated its effectiveness. The first results show that the proposed morphological restoration measures are in good agreement with those implemented, and the results of morphological structure prediction after the restoration measures are satisfactory.
