After the end of the Cold War, a series of relatively centralized restructuring and adjustments made by the United States’ domestic military-industrial enterprises made Europe’s relatively decentralized defense and aviation industry forces face unprecedented challenges. Because European countries are decentralized, they cannot form a fist force, and they can’t use their fist military products to compete with American giants. It is difficult to form a competitive balance with the restructured American aviation and defense industries in the international market. Although during the 1990s, Europe also adopted some corresponding corporate adjustment measures for the reorganization of the United States, it was not until the end of the 20th century that the emergence of the European EADS Group enabled Europe to have a world that was truly capable of competing with the United States on the same starting line.
