从整体上考察工业动员,可以依动员程度分为紧急扩产、局部动员和全面动员三个层次;从时间上考察工业动员,可以依动员阶段分为动员准备、准动员和劝员三个发展阶段。与国民经济其他部门的动员相比,现代工业动员具有动员的突友性、动员的高技术性、动员组织实施的复杂性和动员与战争的并存性特点。文章分析了工业动员的产生和发展后认为:当前,我国加强工业动员主要任务是提高临战时的快速反应能力、军工的生存能力、军工的保障能力和战时军品生产迅速扩张能力。 As a whole, the industrial mobilization can be divided into three levels: emergency expansion, partial mobilization and full mobilization according to the degree of mobilization. From the perspective of time, industrial mobilization can be divided into three stages: mobilization preparation, quasi-mobilization and exhumation stage. Compared with the mobilization of other sectors of the national economy, modern industrial mobilization has the characteristics of mobilization, high-tech mobilization, the complexity of mobilizing organizations and the co-existence of mobilization and war. After analyzing the emergence and development of industrial mobilization, the article thinks: At present, the main task of strengthening industrial mobilization in our country is to improve the rapid reaction capability during the war, the survivability of military industry, the safeguard capability of military industry and the rapid expansion of military production during wartime.
