各省、自治区、直辖市劳动和社会保障厅(局): 《国务院关于建立统一的企业职工基本养老保险制度的决定》(国发[1997]26号)下发以来,各地对企业职工基本养老保险个人账户的建立和管理工作进行了规范,取得了一定的成效,但部分地区还存在建账率低、记录不规范、变更不及时、对账制度不落实等问题。为进一步规范个人账户管理,保证养老保险制度的健康运行,维护职工合法权益,现就有关问题通知如下:
Since the issuance of the “Decision of the State Council on Establishing a Unified System of Basic Endowment Insurance for Employees” (Guo Fa [1997] No. 26) issued by the Labor, Social Welfare Department (bureau) of all provinces, autonomous regions and municipalities directly under the Central Government since the issuance of the Decision, The establishment and management of accounts have been standardized and some achievements have been achieved. However, there are still some problems in some areas, such as low book-keeping rate, irregular recordation, failing to make timely changes and not implementing the reconciliation system. In order to further standardize the management of personal accounts, ensure the healthy operation of the pension insurance system and safeguard the legitimate rights and interests of employees, we hereby notify you of the relevant issues as follows:
