我国地形复杂,山区較多,铁路綫路中的弯道、大坡道及隧道所占的比重較大。拿弯道来讲,約占全国铁路总延长四分之一。弯道上鋼軌的使用寿命一般都很短,特别是半徑600米以下的弯道,鋼軌的使用寿命平均一般只有2~4年,一些貨运强度較大的干綫,其小半徑弯道上的鋼軌,甚至使用一年就因磨耗超限而被更換。大坡道及隧道内的鋼軌,也有类似短命的情况。这样每年不但要消耗国家的大量鋼材,而且給綫路維修养护工作带来了很多困难。随着铁路运量的不断增加,行車速度的日益提高,以及新建铁路的逐年增加。鋼軌强度不相适应的矛盾将会愈来愈严重。
