“为加快山东经济的发展，早日全面建成小康社会，实现建设‘大而强，富而美’的社会主义新山东的宏伟目标，山东省委、省政府提出了建设‘半岛城市群’的战略构想。推动半岛城市群与日韩产业协作区建设，要率先走新型工业化道路，切实发挥科学技术作为第一生产力的重要作用，积极依靠科技进步和提高劳动者素质，发展高新技术产业和用高新技术改造传统产业，推动全省向‘科技强省’迈进。同时，以国际产业转移为契机，开创全国第四次‘人才虹吸’，以人为本，打造制造业高地。”留美博士生、山东经济学院副院长、教授王乃静如是说。王乃静刚刚主持完成了一项山东省软科学重大招标课题——-“山东半岛城市群与日韩产业协作区发展战略及模式研究”。在该课题中，王乃静和有关研究人员历经一年多调研，深入考察了山东半岛城市群内各城市发展的现状，并在分析、借鉴国内外大城市群发展经验的基础上，提出了山东半岛城市群的发展模式与发展战略，而加强区域科技创新体系建设是核心内容之一。
