相关规范没有规定公共行政服务中心的人员荷载,本文通过调研现已投入运营的某区县一级的公共行政服务中心,获得人员荷载指标。调研时采用出入差值法,在各层所有出入口(包括楼梯、扶梯、电梯)清点进出人数,每隔5 min记录一次,通过各出入口的出入差值、累积值可以获得各区域的人员荷载时间变动曲线;同时,采用直接清点法每隔30 min清点各区域人数,用以校核出入差值法所获得的曲线。为了体现不同窗口对人员的吸引能力、避免公共大厅面积对人员荷载指标的影响,以每个窗口瞬时吸引人数峰值作为最终的人员荷载指标。
The relevant norms do not stipulate the personnel load of the public administrative service center.
