公共财政对于文化产品和服务供给具有重要作用,无论是从弥补市场失灵,还是从提供普遍服务和促进社会经济发展的角度,提供公共文化服务理应构成政府公共服务基本职责。但理论的发展、技术的进步以及政府职能的转变,使得政府从公共文化服务的决策者、生产者和提供者三位一体的角色向政策制定者、资金供应者和生产安排者的角色转变。在美国、英国、日本等发达国家,政府通过有效利用公共财政对公共文化服务直接供给和对民间力量的引导,已经形成公共文化服务多元化供给模式,总结其中的经验和问题,可以在我国文化大发展大繁荣的规划中,为我国公共财政作用的发挥,设计有效率的集“政府供给、市场供给和混合供给”优势的公共文化多元化供给模式与制度提供有益的借鉴。
Public finance plays an important role in the supply of cultural products and services. Whether it is compensating for market failures or providing universal services and promoting social and economic development, public finance should constitute the basic duties of government public service. However, the development of the theory, the advancement of technology and the transformation of government functions have transformed the role of the government from the trinity of policy makers, producers and providers of public cultural services to the roles of policymakers, financial providers and producers. In the developed countries such as the United States, Britain and Japan, the government has made use of public finances to provide direct supply of public cultural services and guide private power. A diversified supply mode of public cultural services has been formed. The experiences and problems therein can be summed up in our country’s culture In the planning of great development and prosperity, it provides a useful reference for the mode of public cultural diversification and the system of giving effective play to the role of public finance in our country and designing the “government supply, market supply and mixed supply”.
