2010年起,中央和地方政府陆续出台了一系列房地产调控措施,从土地控制、财政、金融等多方面加大了对房地产的调控,这些房产新政被媒体称之为“史上最严厉的调控”(以下简称房产新政)。为充分发挥人民法院权利保障和纠纷终结的审判职能作用,妥善化解房地产市场中发生的矛盾纠纷,促进房地产市场健康持续发展,有必要加强对当前形势下房地产纠纷案件审判工作中新情况、新问题的调查研究,及时提出司法对策。
