农网改造是国家坚持扩大内需的战略方针，是实施积极的财政政策和稳健的货币政策，拉动经济增长的重要战略措施，是党和政府的“德政工程”、“民心工程”。因此，抓好农网改造是“三个代表”的要求，要把“三个代表”重要思想努力贯彻到的农网改造工程的各个方面及其全过程。
The transformation of rural power grids is a strategic guideline for the country to adhere to the expansion of domestic demand.
