统筹经济增长与环境质量的关系,是城市可持续发展的客观要求。借鉴已有成果,选取了工业“三废”排放及其人均GDP指标,运用二次回归计量模型,借助SPSS统计软件,对银川市近10年来的经济发展与环境质量的关系进行了拟合。研究结果显示:1)银川市工业“三废”与GDP之间的关系,三次曲线模型的拟合效果最佳;2)随着人均GDP的增长,银川市工业废水的排放量由加速度减小的减少状态变为加速度增大的增加状态,工业废气的排放量由加速度减小的增加状态变为加速度增大的增加状态,工业固体废弃物的产生量基本一直呈加速度增大的增加趋势;3)整体上,银川市在经济发展的同时,工业“三废”的污染在经过轻微改善后,又都有所加重,经济发展质量呈下降趋势。进一步提出,在工业企业内部、工业企业之间以及工业企业与其他产业之间等各个层面上发展循环经济,以扭转银川市经济发展质量下降的趋势。
Co-ordinating the relationship between economic growth and environmental quality is an objective requirement for sustainable urban development. Draw lessons from existing achievements, select the “three wastes” emissions and their per capita GDP indicators, the use of second-order regression model, using SPSS statistical software, Yinchuan nearly 10 years of economic development and environmental quality were fitted . The results show that: 1) The relationship between industrial and “three wastes” and GDP in Yinchuan City is the best, and the fitting effect of the cubic curve model is the best; 2) With the increase of GDP per capita, the discharge of industrial wastewater in Yinchuan City decreases from acceleration The state of small decrease becomes an increase of acceleration, and the emission of industrial waste gas changes from the state of decrease of acceleration to the state of increase of acceleration. The amount of industrial solid waste basically increases along with the increase of acceleration ; 3) Overall, Yinchuan City, while economic development, industrial “waste” pollution after a slight improvement, have also increased, the quality of economic development is on the decline. It is further proposed that a circular economy should be developed at all levels within industrial enterprises, among industrial enterprises, and between industrial enterprises and other industries so as to reverse the decline of the quality of economic development in Yinchuan.
