我国权力机关行政问责程序建设已经初见成效,依法构建了罢免程序、撤职程序、撤销程序、质询程序和特定问题调查程序。但是,还存在着诸如制度设计不够科学、相关措施不够完善、程序衔接存在缺失等问题。应当更新观念,正确认识权力机关行政问责程序建设的重要性;完善制度,细化权力机关行政问责程序性规定;注重衔接,构建权力机关行政问责程序体系;保障权利,拓宽权力机关行政问责的救济渠道。
The construction of the administrative accountability procedure in our country’s power organs has achieved initial success. According to the law, the procedure of recalling, removing the employees, canceling the procedures, querying the procedures and investigating the specific problems have been established. However, there are still some problems such as the scientific design of the system is not scientific enough, the relevant measures are not perfect enough, and there is a lack of procedural cohesion. We should update our concepts and correctly understand the importance of administrative accountability procedures in the organs of power. We should perfect the system and refine the procedural provisions of the administrative accountability of the organs of power. We should attach importance to convergence and establish a procedural system of administrative accountability in the organs of power. We should also safeguard the rights and broaden the administrative Accountability of the relief channels.
