结合中国大区电网实际,以实时电价理论及市场理论为基础,吸取国内外在电力市场运作中的理论和做法,对电价体系、交易形式及调度管理等诸问题进行了探讨。以电力系统随机生产模拟为工具,推导了边际电能成本及平均电能成本计算公式,在此基础上发展了峰谷电价、事故支援及丰水电价等计算方法。阐述了长期、中期、短期以及超短期交易及相应的电价和结算方法。讨论了管理体制、网调职能的转变,系统调频及备用容量,交易的运作及调度方式等。
Combined with the actual situation of China Power Grid, based on real-time electricity price theory and market theory, this paper explores the domestic and international theories and practices in power market operation, and discusses various issues such as electricity price system, transaction patterns and dispatching management. Based on the stochastic production simulation of power system, the formula for calculating the marginal cost of electricity and the average cost of electricity is deduced. Based on this, the calculation methods of peak and valley electricity price, accident support and Fengshui electricity price are developed. Describe the long-term, medium-term, short-term and ultra-short-term trading and the corresponding price and settlement methods. Discussed the management system, the transfer of network functions, system frequency and spare capacity, the operation of the transaction and scheduling methods.
