本文是四川省社会科学院科研课题＂我国个体私营经济人才群体的现状分析及对策思路研究＂之一部分。本期部分析了我国个体私营经济人才群体在新形势下的发展特点，指出了这一人才群体在管理过程中所存在着的法制上、体制上及操作上的缺陷和失误，并提出了相应的对策思路。
