宋朝马政与财政的关系,可以简单概括为三句话:马是当时最重要的军事装备;宋朝境内不产战马,而养殖战马的努力受挫;养马、买马花费巨大。这里要讲到募兵制对马政的影响。在盛唐以前,百姓要服兵役,服兵役者要自筹装备,富裕户则要自备战马,因此,大部分战马都不是国家配给的。宋朝实行募兵制,战马基本上由国家配给,这就使得马政与财政的关系较实行兵役制时期发生了质的变化,买马、养马成为国家财政负担的重要项目。
The relationship between Ma Zheng and finance in the Song Dynasty can be briefly summarized into three sentences: The horse was the most important military equipment at that time; the war was not produced in the territory of Song Dynasty, but the efforts to breed horses were thwarted; raising horses and buying horses cost a great deal. Here we want to talk about the impact of recruiting troops on the horse government. Before the Tang Dynasty, people wanted military service. Those who had to work for military service would have to raise their own equipment while rich families would own their own horses. Therefore, most of the horses are not nationally allocated. The Sung Dynasty practiced the system of recruiting soldiers and the horses were basically rationed by the state. As a result, the relationship between the KMT government and the finance had changed qualitatively from the time of the military service system. Purchasing horses and raising horses became important items of the national financial burden.
