一、传统经济增长方式,制约了海口工业的可持续发展工业在海口国民经济中所占的比重一直较低,1997年仅为13.1%,总体水平不高,技术条件仍较为落后,结构不够合理,资源配置效益差,属于高投入、高消耗、低效率、低产出的经济增长模式。这种模式不但使经济增长缺乏后劲,而且也造成资源和原材料消耗较大,环境污染严重。1997年,海口市工业废水排放量为1128万吨,工业废水中的污染物COD排放量为1458吨。工业废气放量为85231万标立方米,其中SO2排放量为2042.3吨,烟尘排放量为941.2吨,这两个指标与前几年相比均有不同程度的增长。目前海口工业污染治理还仅局限于末端治理,这种被动管理模式不仅投入高,而且费时费力,并不能从根本上解决污染问题。因此,只有从根本上转变目前这种经济增长方式,才能走上“低消耗、低污染、高产出、高效益”的可持续发展之路。

At present, Haikou industrial pollution control is only limited to the end of governance, this passive management mode is not only high, but time-consuming and laborious, and can not fundamentally solve the pollution problem. Therefore, only by fundamentally transforming the current mode of economic growth can we embark on a path of sustainable development that is “low consumption, low pollution, high output and high efficiency”.
