丹东市委、市政府最近采取五项措施,激励企业实行经营机制改革。这五项措施是: 一、进行转换企业经营机制改革的企业,经营成果超过承包、续包低限指标部分,实行6:4分成,即60%留给企业。40%上交财政;超过承包、续包高限指标部分,全部留给企业。超指标分成部分和全部留给企业部分,主要用于生产发展和归还技改贷款。二、凡进行转换经营机制改革的企业,可实行工资总额同实现利税或上交利税挂钩,经济效益增加的,可相应增加效益工资,职工固定升级面可按40%—45%升级;不搞经营机制转换的企业,职工固定升级面最高不得超过25%。
