[本刊讯]国家经委、全国总工会与中国企业管理协会、中国人民大学联合举办的第14期企业管理研究班,召集全国14个省、市、自治区73个管理优秀企业的党委书记、厂长(经理)、工会主席,以及有关领导同志、科研部门、高等院校的90位同志,专题研究国营工业企业领导制度问题。研究班首先回顾了我国工业企业的领导制度创立、发展和完善的历史过程。早在第二次国内革命战争时期,革命根据地的公营企业实行“三人团”制度,即由厂长、党支部书记、工会委员长三人组成领导核心,工厂“生产过程中发生的许多问题必须经过厂长、支部书记、工会委员长三人团会议迅速共同解决”。三人意见不一致时,厂长有决定权。抗日战争后期,陕甘宁地区的一些工厂,在实行“三人团”制度过程中,一度出现行政、党支部、工会各搞一套,所谓“三权鼎立”的不协调现象。1943年3月边区政府决定以“厂务会议”代替“三人团”,厂
