本文主要讨论了欧盟一体化进程中的女性劳动权益保护在性质、目标和手段等方面的演变过程及其阶段特征。在欧盟的早期阶段 ,主要是基于就业平等和报酬平等的保护 ;2 0世纪 80年代前后 ,工作场所的机会与待遇平等成为女性劳动权益保护的核心 ;90年代以后 ,欧盟更加注重在女性权益保护方面多层面性、多目标性和多手段性的结合。社会性别视角开始进入政策主流 ,女性劳动权益保护具有了宽泛的、超经济的意义 ,并体现出社会权益和公民权益的特征。当前的欧盟女性劳动权益保护行为有两个新的特征 :其一 ,将性别平等意识贯彻到欧盟及其成员国的各项政策和行动计划之中 ;其二 ,注重对一些特殊领域和特殊群体的保护。
This article mainly discusses the evolution of women’s labor rights and interests in the process of EU integration and the characteristics of their stages in terms of nature, objectives and means.
