地方人大和政府在立法中强调协商的重要性,不断探索立法协商模式,形成了地方人大组织的立法协商模式,地方政协组织的立法协商模式,地方政府组织的立法协商模式。它们通过书面协商、网络立法协商、会议立法协商、立法调研等形式来推动立法的民主化和科学化,促进了中国政治的法制化建设。虽然这些形式极大地改善了我国地方立法协商的质量,但还有很多不足需要我们注意,立法协商理论的欠缺、立法协商制度的不健全、立法协商主体的矛盾、立法程序的不规范、协商反馈和评估机制缺失,都严重影响着立法协商的程度、质量和结果。
