地铁经营体制改革可以有效提高地铁的经营效率。按照地铁运营活动的特征,地铁经济可分为客运经济、维护经济和附属经济三部分。其中只有地铁客运经济具有自然垄断特征,适宜垄断经营。在探讨地铁运营垄断经营的评价时,本文从价格和成本两个角度来分析;通过探讨地铁附属经济引入竞争机制的效应,本文阐明地铁附属经济应该引入竞争机制,从地铁经营体制中分离出来。
Subway management system reform can effectively improve the operational efficiency of the subway. According to the characteristics of subway operation activities, the subway economy can be divided into three parts: passenger transport economy, maintenance economy and ancillary economy. Among them, only the subway passenger economy has the characteristics of natural monopoly and is suitable for monopolistic operation. When discussing the evaluation of subway operation monopolistic management, this article analyzes from the perspectives of price and cost. By discussing the effect of introducing competition mechanism into subway subsidiary economy, this paper states that the subordinate economy should introduce competitive mechanism and be separated from the subway management system.
