据调查了解,当前各地乡镇干部考核时不同程度地存在以下问题:(一)是重“硬数字”,“轻软指标”,考核单一化。在乡镇干部岗位责任制建设中,许多乡镇考核目标往往只停留在经济指标上,而对村镇的政治、文化、社会福利建设及卫生与环境污染防治等往往无要求,或只提些“空指标”。考核中单纯以几个数据大小来论英雄懦夫,缺乏对干部工作的整体分析评价。这种考核导向的单一化致使一些基层政权长期忽视农村政治建设和精神文明建设。
According to the survey, at present, cadres at various localities have the following problems to varying degrees when examining their performance: (1) They weigh “hard numbers” and “soft and light indicators” and test assessment is simpler. In the task of township cadres post responsibility system, many township assessment objectives are often only stuck in the economic indicators, and the village politics, culture, social welfare and health and environmental pollution prevention and control are often no requirements, or only mention some “empty indicator ”. In the assessment, the heroic coward was simply based on a few data sizes and lacked the overall analysis and appraisal of the work of cadres. The simplification of this assessment led some grassroots regimes to ignore the rural political construction and spiritual civilization for a long period of time.
