中国目前已初步形成了以商务部为援外归口管理部门的援外管理体系,以企业总承包责任制的援外管理制度,包括企业资格认定、援外项目立项、项目实施招标、项目监督、验收与移交以及实施结果评估等一系列规制为内容的援外项目管理程序。在未来的发展过程中,中国对外援助工作应注重加强援外项目质量、建立科学合理的监测评估机制、加强各层面的协同统一。一、中国对外援助项目管理的责任划分当前中国援外项目的组织与管理工作主要是由商务部援外司及国际经济合作事务局根据宏观和微观、决策和执行的科学合理划分的原则进行的。
