2007年上半年,七家国内外机构,即北京大学、复旦大学、北京师范大学、国务院发展研究中心、世界银行、世界卫生组织和麦肯锡公司受邀向国家医药卫生体制改革部际协调小组各自递交了一份改革建议书,对中国卫生体制的改革提出指导原则和制度设计框架。后来中国人民大学主动提交了另一份改革方案参与了改革建议议程。根据该协调小组所设定的框架,八家机构均就医疗保障、公共财政与卫生筹资、医疗服务、医疗卫生的监管和药品生产与流通这五个制度领域的改革,提出了各自的建议。本文就八家机构五大制度建议的共识与分歧进行评述。
In the first half of 2007, seven domestic and foreign institutions, namely, Peking University, Fudan University, Beijing Normal University, State Council Development Research Center, World Bank, World Health Organization and McKinsey & Company were invited to submit their respective reports to the Inter-State Coordinating Team for National Health Service Reform Proposed a proposal for reform that sets out the guiding principles and institutional design framework for the reform of China’s health system. Later, Renmin University of China volunteered to submit another reform program to participate in the reform agenda. According to the framework set up by the coordination group, all eight organizations put forward their own proposals on reforms in the five institutional areas of medical insurance, public finance and public health financing, medical services, medical and health care and pharmaceutical production and circulation. This article reviews the consensus and disagreements proposed by the five institutions of the eight agencies.
