刘国杰教授1915年1月9日出生于山东省益都县—个贫寒家庭。1932年考入齐鲁大学药学专科,学习成绩优秀,毕业考试名列前茅。1936年秋考入当时卫生署与教育部合办的药师进修班学习,直至1937年7月芦沟桥事变。抗日战争期间,在重庆市卫生局及中央医院药房工作。1944年11月赴美考察医药管理。1945年12月返国,在当时的行政院善后救济总署卫委会医药器材技术大队任大队长。1948年再度赴美,入美国密执安大学研究院深造,同时任密执安大学医院药房高级药师,负责实验与协助药学院学生实习工作。1950年秋获密执安大学研究院药剂学硕士学位。同年11月回国,任齐鲁大学药学系药剂学副教授。1952年8月院系调整时到南京药学院任药剂学教研室主任,副教授、教授。刘教授是江苏省第五届人民代表,同时担任中国药学会理事、中国药学会药剂学会主任委员,中国药学会江苏分会副理事长,五种全国性药学杂志的副主编、编委或顾问等职务。
