“9·11”事件后,随着各国空中与地面警戒力度的加强,国际恐怖组织渐渐将目光投向了国家控制力量相对薄弱的海洋。于是,各国反恐的立法与措施也逐渐从陆上和空中转向了海上,从单边走向双边,进而向多边转化,这些立法与措施对海上反恐产生了积极的作用,但也对国际海上货物运输产生了一定的负面影响。我国是海运大国,而非海运强国,海上反恐必定会对我国的国际海上货物运输产生一定的影响,因此,研究应对的措施是非常必要的。
