清末洋务运动时期,作为北方经济和金融中心,与上海并列为南北两大经济中心的天津,曾经历尽繁华。“研究中国近代史,不能不研究天津。”可见当时天津的地位。但是昔日的繁华似乎随着袁世凯北洋时代的结束而销声匿迹。作为北方最大的港口城市、直辖市,改革开放以来的天津,发展远落后于上海,甚至落后于全国平均水平。1979-1992年间,天津平均GDP增长率仅为6.5%,而同期全国平均水平增速达9.1%。
