在电网与具有新能源分布式发电设备和储能设备用户逐渐实现电能与信息双向互动的背景下,构建一种“网-荷”信息与电能融合的互动分层控制模型。针对售电侧逐渐开放,越来越多具有新能源分布式发电设备用户可以作为售电侧向电网售电的情景,为高效有序地实现用户富余电量上网,提出一种用户公平售电竞价策略。用户公平售电竞价策略沿用Vickrey拍卖规则中第二价位拍卖的思想,采用真实报价以实现用户集群总收益最大。最后,对用户公平售电竞价策略与Vickrey拍卖策略进行仿真对比,结果表明用户公平售电竞价策略提高了用户集群的总收益,进而提高电网用户参与“网-荷”互动的积极性,有效地使分散用户的分布式新能源发电设备集中接入电网。
