烟台港是胶东地区重要的通商口岸之一,烟台海港检疫所是我国由解放区政府创建的海港检疫所。解放前烟台港没有专门的卫生检疫机构,检疫工作由海关兼管,实际上检疫工作形同虚设。一九四八年十月烟台市解放后,解放区政府根据烟台港是我国对外开放的商埠,船舶交通便利,传染病易于传入的特点,认为海港检疫至关重要。尽管当时卫生人员缺乏,(卫生局仅有4—5名工作人员),财政物资困难,但为了防止霍乱、鼠疫等疾病由海路传入烟台地区,一九四九年三月解放区政府决定並成立了烟台市海港检疫所,当时仅有一名工作人员,负 Yantai Port is one of the important ports of commerce in the Jiaodong area.
