At the time of the outbreak of World War I in 1914, the Labor Party did not have enough to call it a political party at the national level. There were only a few individual members, but only an alliance of trade unions and socialist groups. This structure implies that there are very few labor voter organizations in most constituencies, and the Labor Party mainly relies on the support of constituency unions. In February 1918 the new constitution was passed smoothly. The new constitution stipulated that local labor parties should be established as layers of organizations in all constituencies to begin absorbing individual party members; and that the national executive committee should be composed of 23 people.
