当今世界正处在大发展大调整的变革时期,呈现出世界多极化和经济全球化的发展态势。作为一个和平发展的大国,中国承担着重要的历史使命和国际责任与义务。英语作为全球使用最广泛的语言之一,已经成为国际交往和科技、文化交流的工具。在21世纪,作为教育强国的美国率先提出21世纪技能框架,它的提出对教育工作者给予了新的挑战,尤其是作为在二语环境下的英语教师提出了更高的要求,作为一线英语教师如何使用现有教材,对教材进行处理就显得极其重要,既要使学生达到课标要求又同时具备新世纪技能。
